Moving a hole

I need to slightly move a round hole which has accidentally ended up in the wrong place! It's a 16mm diameter one in 2mm steel and it needs to move about 2mm. Access is fine, but I only have a handheld drill available. What would people recommend?
Assuming I manage to move one side of the hole to where I want it, I'd like to fill in the other side with weld. How can I go about that, without leaving myself a long filing job?

I would file the new part of the hole to the radius and position you need then machine a 16mm step in a length of 20mm diameter copper bar, clamp it in the hole hole then weld the gap up letting the weld pool flow into the gap against the copper. The weld should not stick to the copper and will hopefully leave you a reasonably tight edge on the inner face and not need much cleaning.

You should have used an Acme portable hole, makes repositioning much easier!

Cut out a 2" square & weld in new steel.

Or weld fill hole.

Then drill new hole.

Fully weld the hole up and re drill-much quicker in the long run and a better job.
Drilling large diameter holes in thin stuff quite easily ends up with the hole wandering if you are not careful.

Thanks for all the helpful and cheerful replies. I did have some of the Acme portable holes but I haven't seen them since I took them out of the packet

When I saw the title I thought of the two Ronnies sketch moving a hole down a garden by digging one next to the previous and using the spoil to fill it in
