Mostly rack manufacturers supply P shaped clamps to do what you need to do rather than welding to the frame. They wrap round the tube, pinch it tight when the fastner is done up and the leg of the P has a hole in to form the mounting tab, and sometimes is the pinch fastener too.
Weld a couple of tube nuts on. Put a bolt in to hold them and protect the thread. I welded some luggage hangers to my mate's Divvy for his trip to France and the steel is thin stuff so watch how you go.
disconnect the battery before welding to frame!

drill yer holes then weld a crush tube into the frame, never just drill holes hth

look at the hole youve circled by yer tail light, tis simply a tube through the hole, stops the tube crushing and more impotantly it stops the frame splitting hth
Where might i go buy some ive no lathe or drill press so cant make them myself but they sure look like a good idea
not seen them anywhere been searhcing on google loads for all diffrent types of clamps and clips but cant find anything suitable
