Weld a couple of tube nuts on. Put a bolt in to hold them and protect the thread. I welded some luggage hangers to my mate's Divvy for his trip to France and the steel is thin stuff so watch how you go.
Mostly rack manufacturers supply P shaped clamps to do what you need to do rather than welding to the frame. They wrap round the tube, pinch it tight when the fastner is done up and the leg of the P has a hole in to form the mounting tab, and sometimes is the pinch fastener too.
What is a tube nut ?
disconnect the battery before welding to frame!
also, protect the tyre from sparks and hot burning things...DAMHIKT...

Crush tube ?
look at the hole youve circled by yer tail light, tis simply a tube through the hole, stops the tube crushing and more impotantly it stops the frame splitting hth

Where might i go buy some ive no lathe or drill press so cant make them myself but they sure look like a good idea
No , theyre to mount lines etc, so they can still move slightly but are supported.
I was thinking more like these but instead of footrests they mount the rack front eyes, wassell etc top rack kits came with these same fittings back in the days when everything had tubular steel frames :-
there more than a good idea as the stop the frame from splitting and also you can stick em out a bit to act as a spacer to mate up with the frame, ok so what size bolts will you be using?? , as the tube depends on the size of ther bolt etc

Your local olde worlde bike shoppe probably has some kicking around in the back of the stores if theyve been in business since the 80's before the alloy cast frame era got going properly...
Failing that, they are incredibly simple to make. Take a 3-4mm thick strip of steel, wrap into a P shape and drill so that when the pinch takes place they are smaller by a few mm than your tube so the bolt pinches them up.
If you break a rack off four fittings made like that, the impact would have snapped your frame anyway...
If you want them to stay in orientation to each other, put a tube between the two sides sized to the spacing between them, and use one long bolt (length of thread bar maybe?).
