Personally I don't see that as damage to constitute a failure and where there is doubt the instructions are quite clear that the tester is to pass and advise.
As far as I see it your options are
1) do nothing, go back to the test station and argue the toss, probably gets you nowhere
2) appeal to dvsa, costs you money and takes ages, they may find in your favour but even if they do you are still out of pocket the original test fee
3) burn off the fluff with a lighter and take it back for retest, but the tester will probably fail it again given that the manual specifically states to scrutinise repairs
4) burn off the fluff with a lighter, take it elsewhere and have to pay another test fee, take the chance that it may still fail
5) shell out on a new seat belt
I'd probably try 1) with as much diplomacy as I could manage and then if that fails go with option 4)

I agree re strength, I would and have happily towed a car with that belt and towed with a belt with even more damage than that, which would put far more strain than a human body hitting it, the problem is for the mot tester if passed but then checked by the ministry they would complain because that is more than the allowed fraying, as it appears to have a cut of more that 5% of the width ie 3mm.
Nowadays because of the mot computer system they know which car you are/ should be testing before they walk though the door, and can ask to look over it if they then do a check and oh dear that car shouldnt have passed you are in the poo.
But I would have happily passed and advised BTW
It's going in to have a new belt fitted as I get a free re-test with it. It was the same last year and the same main dealer passed it with an advisory!
I will state this diplomatically when I go in but don't expect much leeway, I plan to sell the car "as in excellent condition" as the rest of it is, so I will have it done as it is the only fault on the car at all.

It is £60 for a new one and I get a free re-test, so I am just going to cut my losses and get it done.
Badger1bear, it was my Labrador that did it in the first place!!!!!

That is not the best way to play the gameAre seat belts right / left handed? if not repair the fray as above and swap it with the one on the other seat. They might look closely at the previously affected side but bet they won't think to check the other side
