Sounds like the same muppet that condemned a boat for osmosis because he measured the dampness in the hull with the same sort of meter, the only problem was the boat he was testing was a race boat with a carbon fibre hull.....

People think they buy a meter with a digital display and become an instant expert.

To answer the original question, don't the ISO Standards set out the guidelines for this kind of stuff.

That was the first place I looked and couldn't find anything. Also tried the BRE, federation of master builders, institute of chartered surveyors etc etc etc and came up with nothing.

From what I can make out this industry is led by a bunch of numpties who don't really know what they are doing, and sell both surveys and damp proofing/remediation.

It's only the UK that has damp problems. Rest of the world doesn't seem to need damp surveyors.

It's a money spinner. Mortgage surveyor recommends damp survey. Damp man finds damp using pointy probe. Damp man's company comes in with tanking etc that reads lower on probe but ironically causes damp in structure.

You are unlikely to find guidance on the use of pointy probes. They measure conductivity. Water conducts, but so do salts and different materials conduct differently. They can be handy for back to back measurements to see if a wall is drying after ground levels have been sorted, but are not reliable for identifying damp in the first place.

I use mine for keeping an eye on firewòod dampness. For that they are reasonable.

We used to use one of those. The carbide gives you headache (well it did me). They only measure loos moisture, not chemically combined, so it depends on what youre looking for.
Chemically combined usually burns off last but recombines first

Yes, this was a very interesting project with both parties having a hidden agenda

There are actually some standards which I can't remember now

Whole lot is now all done and dusted, but client isn't paying a £16K bill. Recovery proceedings are underway

That's all this one does, the resistance output is on a fancy screen that displays it as % moisture. Could do it with a multimeter if you had the calibration curves
