It should be ok down to zero degrees C. When a bottle is filled its normally filled to about 230 or 300 bar at 15 degrees, so if its real cold and you put the regulator on, a full 230 bar bottle might show as low as 200 bar. theoretically when its cold you would use more gas, because the gas will be more compressed so to speak.
