I normally expect the bolts holding the cistern on to be rusted badly so i take a kit of new ones and just cut the old ones off

Having replaced literally hundreds, the rusty bolts and stuck parts is the minority in my experience
The coupling kits fit 99% of the toilets and a handful of various fill valves again covers most jobs
For a full swap, a Fluidmaster twin pack and a new washer and/bracket. Total cost about £20
