You lock or move the clapper box to stop the tool lifting out of the cut and chattering on the backstroke, which makes a right mess of your keyway. The work has to be moving sideways or you have to be cutting downwards on the side of a piece for the clapper box to move the cutter off the work surface on the backstroke.
No idea about the sloping tool holder, mine isn't.
