I'd put a smear of blue Hylomar on it and the screws if they go all the way through the casing.

I think the gasket paper is the reason it was leaking. The paper may have become saturated and then started wicking oil instead of sealing it. Not sure if it's designed to be in constant contact with oil, or just splashed.A bit of gasket paper with a smear of oil resistant instant gasket or RTV should be sufficient to seal that.
We will see! I'm back in 3 weeks and it'll be the first thing I check.That flange looks like it locates the bearing behind it so your fancy silicone gasket will likely be too thick and allow some end float in that shaft!
