If everything else is good with the engine, then an o2 sensor hovering around 0.02v means it's busted. It should be going up to 1v and dropping again, swinging up and down every few seconds.

Pre cat should behave as you described but post cat should be a steady voltage.

I'll clean then both to be sure , but I don't think it would make any difference

Yes they somehow call heater referring to the catalitic converter

What i was getting at is that cleaning the sensor won't fix a failed heater element.
