We have to use a universal constant (wavelength of light etc.) for two reasons. Firstly because a physical object (a metre long ruler) could not possibly be anywhere near accurate enough these days. Even if you chopped up a decent length of the strongest rebar and said "right that's it, this is exactly one metre", you have all sorts of problems with temperatures, calibration, physical damage etc.
The other reason is that space and time are not separate. We all exist in a thing called spacetime and if we ever do send a bunch of brave pilgrims off to Mars, that will become thrown into sharp relief because of the distances involved. There's a fair bit of spacetime between us and our nearest neighbour, ten or twenty minutes for radio waves to get there (and back or possibly no time at all to get here but ten-twenty minutes to send it back).
We already take account of that by programming the rover to do stuff rather than remote control (as has already been observed). It is possible that it reacts instantly to anything we do here and we only "see" that with the return signal taking twice as long as the current nominal value of c dictates (or v.v.). It is an interesting philosophical point if only because of the recent discussion re. cause and effect bringing up the concept of simultaneity. Can't be in two places at once and before you say it, even the pop science argues against superposition being an example of that. it is more like an example of where our macroscopic classical view of the universe fails us in attempting to describe quantum events.

A fairer comparison would be a cruise liners crew...Tbf, the cruise passengers don't have months of psychological evaluation to make sure they get along.
