MAPP & Oxygen cutting

I bought a cheap $50 set for cutting 3/16" steel. The set consists of a small bottle of Oxygen, MAPP gas and a torch. I tried using it yesterday as per the instructions and I couldn't get anything but a pretty yellow flame. With proper adjustment it's supposed to generate a 1/2" blue flame within the yellow flame. I kept trying different adjustments and couldn't get it right. Does anyone have any suggestions?

Empty Oxygen cylinder and/or faulty Oxygen regulator. If you cannot get any kind of inner blue cone within the flame it's an Oxygen problem
