Hopefully I'll be good enough to start welding the car soon, I need a bit of advice first.

I have so many questions I've split them up into sections!!
1. Where and what steel should I get?
I had planned on using some old steel pilfered from somewhere or other but now I think I should probably make this as easy on myself as possible and buy new stuff. Should I get 2mm plate from somewhere?
Its going to be covered up so it doesn't have to be pretty but I'd like it to be strong, can I just hammer it into a vaguely right shape?
2. How should I go about it?
I've already moved all the wires grommets etc. away from the area and I was going to put wet blankets everywhere and have a fire extinguisher on hand (I'm paranoid). But the shape of the thing worries me. I was planning on bending a roughly square plate to a bit bigger than the hole then marking and cutting away metal to the right shape.
How do I clamp it in place? Where and how do I get a good earth? Why the hell am I doing this myself?!?
I suppose I could clean up an area next to the hole the steering grommet was in (big rubber thing to the right), for the earth.
3. And aslo how clean does the other side of the repair have to be? Just as clean as the front?
I have weld through primer from halfords to prep it with. Anyone have experience with it? ("Weld #2" I think it's called).
