There is a rule which I managed to Google when I cut one of mine down for the same reason - and now I can't find it!
Measure the distance from the bottom (or top) of a letter to the edge of the plate and apply that.
BUT beware, do NOT cut off the supplying dealer or BS reference as that renders the plate non-conforming. As my letters and numbers were central to the plate but those details were at one end, the amount I could cut off each end was limited by the location of those details to maintain symmetry.
You might be able to find someone to make up a plate with those details located centrally, which would be a great help.
