Words do evolve from slang and short form to become accepted as a formal part of the language over time. Words are added annually to the English dictionary.

As I understand it, words are only added to the Oxford English Dictionary, after they have been in print in a national or widely available publication.

The Meaning of Everything, Simon Winchester's book of the origins of the first OED, is a fantastic read. His book The Surgeon of Crowthorne is a fabulous shorter read about the murderer who spent his time in pokie submitting information to the editor of the OED, so Simon Winchester went on to write a more in-depth book about the OED. Highly recommended.

Heard on today in parliament, a speaker was just about to say 'scrutinate' before he realised there was actually a proper word and said scrutinise !!
