It's there in black and white, a folding knife with a blade less than 3" long that does not lock and is not on the banned list is legal to carry around without having good reason.
If you carry a Swiss army knife with a blade that's longer than 3" than obviously it does not comply.
It really annoys me that when I take my Opinel knife out to use some smart Alec will start spouting off rubbish like "You want to be careful carrying that as you could get arrested" or "My mate got locked up for the weekend because he used his penknife to peel an apple in a public park".
I have carried a knife legally for at least 40 years, yet some people seem determined to try and make me feel guilty when I have no cause to be!
