Jefferson DC Arc Welder

I bought a Jefferson DC inverter welder 140AMP and on reading the manual it states they recommend it be grounded and connected by a qualified electrician before use?

The welder comes with a 3 pin 13 amp plug already connected when buying it or am I missing something?

Also can someone tell me what's the additional ground connection fig. 14 and pic attached of it for?

My older welders never had this?

Any help appreciated.

Yup ^^^ these things are made for everyone around the world.
I'm sure some places have 2 wire outlets, with no grounding.

As you said, the mains earth is ( should be ) already provided via the 3-core cable and 3-pin 13A plug.

It does happen that the mains cable is found to have only 2 cores, or that the Yellow/Green wire ends just the other side of the strain relief grommet! Even if there is a short wire with a spade tag, sometimes it is just floating, not connected to the wrap-around sheet metal cover......

Or with mine ,a little stamos which happened to have a "3G 2.5mm" mains cable but the ground wasn't connected at all ,the wire was snapped flush with the external cable rubber and most impressive there wasn't any copper conductor inside the PE wire

Check for continuity between the earth pin & case. If that's okay, ignore the grounding point.

No continuity with the main case and the earth pin on the plug, but continuity with the earth pin on plug and that additional ground screw no14 in the pic that's at the back of the welder. Why would that be that it's not on the case?

Sorry there is ground/continuity on the screw cases so I'm guessing the case is grounded.
