There's a disposable regulator connected and it looks like there's also a torch on top of the propane cylinder so I think he's just not been very clear in his listing.
I reckon it's the welder plus a propane heating setup.

Ah but, he describes the welder as gas/no-gas and says
Iam also including the gas setup to use with gas this includes a large 4ft tall bottle which is around three quaters full which is worth £70 alone without a deposit for the bottle!
This to me says he's selling the big bottle of gas to be used with the welder to weld with gas, without realising it can't.

Following on from what Woz has pointed out, surely it's heating gas to pre-heat the steel when doing a 4 mm thickness with a 90EN?

Dont say that. Some silly ****** will have a go.
Propane is a hydro-carbon so it would embrittle the weld.....

i contaced the guy and he said a mate helped him do the ebay listing and did it wrong (yeah right) anyway he said he did have the correct bottle and would explain this to the winning bidder he also said that he tried to change the listing but wasnt able to if that was the case why didnt he withdraw and relist it
