Im not ashamed to say, ive pulled loads of stuff out of skips over the years, without permission.
No-one stores stuff they want in a general refuse skip!
It would be clear if it was a scrap metal skip, or full of virgin material, for some reason, being delivered in a skip, but, something mixed in with a load of other rubbish - i have no conscience about taking it without permission.

if you cant when there there and its easy accessable leave tidy
ive some times asked and they given permission to take any thing near every time a few times they even left a few bits by the skip to let me look aty before throwing then

Simple rules:
Legally, you can't take anything out of a skip without asking, it's stealing (defined as taking with the intention to permanently deprive an owner of their property). Whist something might be discarded in a refuse bin that's not true about skips, they are used for storage and for transporting stuff with value (mostly scrap metal). I've used many a skip for moving materials with value.
If a skip is full of metal, don't even think about it without taking pains to get permission, that's going to get you reported or a clout round the head on most sites.
In the case that we're discussing, discarded roofing battens are going to be waste and skips being as expensive as they are you'll normally find that contractors will be happy for you to take what's been skipped and give them a bit more skip space but you better ask first because some people absolutely will not allow you to go skip diving and will definitely take it further.
Some main contractors don't allow anything to be taken from a skip on their site. This can be for many reasons:
The liability aspect, if you get hurt then they will be responsible for that.
Some people drag out a mess and they have to pay someone to clear it up.
Letting a person onto your site can be inviting them to come back for something more valuable after-hours.
By law the contractor is responsible for the waste right to the point of disposal. If you drag stuff out of a skip then decide you don't want it and dump it in an alley - they are criminally responsible. all it takes is a bit of paper with the site address and there can be a multi-thousands clean-up bill.
People are sneaky so often will damage an item in an inconspicuous spot so it gets skipped then they claim it for themselves or arrange for it to be skipped by tipping a labourer on site so they don't look suspicious by picking it back out. Sounds far-fetched but this was given to me as a reason I couldn't have a skipped door with a crunched corner on a site I was working on one time.
For myself if someone comes up and asks then I'll just say take it. If I see them rooting about I'll go and find out what they are up to and if there's something specific they want I'll either say take it or get one of the lads to fish it out. I've filled a great many skips (my record for one job is 630 8 yard bins) and if something had value to me it wouldn't be in the skip in the first place.

i just torched all ours behind my garage one still night the scrappies took the metal
i have a load of rotten wood to burn from old planters its got 2 gallons of waste engine oil on it soaking in should go up well and fast

It's built into the builders price, also contains carpet underlay, lino and skirting board so far.

thats wasteful of space there and theres plenty of space where materials can go into it
though it would be better breaking everything up with a sledge hammer and then gain 3/4 of the skip space again

I had a skip rented and was using my neighbours 45 ton excavator to compact it down a bit and one of their drivers was passing by and saw me, I got a very angry phone call from the skip company a few minutes later threatening me about paying for damage to the skip. They told me nothing was to be sticking above the top edge and I was just making sure there wasn't

Is the correct answer. The only complication being that if the skip is on private property, i.e. it remains in the possession of the householder.
I always ask and no one has ever said no. Quite recently a neighbour let me make a deposit! Half a dozen bags of heavy waste from my bathroom refurb.
FWIW, I think theft by finding is an entirely different circumstance. The items in a skip are not "lost"...
It is not theft to remove items disposed of in say, household rubbish bins though you would need permission to be on someone else's property in the first place unless its in a public area.

I once saw a pile of bricks from night store heaters in a skip outside a shop that was being refurbished, so I asked and they were delighted. I filled the car twice as they weighed a ton. I used to give them to customers to put on top of their wood stoves at night. They do the same job as they do in the original electric heaters.
