No that's just some mud. There's a fair bit of soil dug out, its deep enough but not in the right place.If thats the sum total of the spoils for the footings laid to the side I would stop them, cant be more than a few inches of concrete down there and that wont support a wall that high.

i dont know if hes done it is there a possablity hes left the flag sones there and just dug out half a foot under neath the flag stones as not to disturb the walk way so all you have to do is cut the stones and lay the wall

I asked that but no, the concrete only goes a little under the slabs.
I see people are talking about off set footings etc and that would be one thing but if you can't see it in the photo the bricks would overhang the footing if lined up with the existing wall!
