To answer the question directly, not necessarily but instead of disturbing existing CU and installing a new circuit the thinking might have been to install a second CU for convenience and ease of installation.The house has had an air source heat pump installed as a replacement for an oil fired system.
The original CU had spare ways but another CU was installed. Why might this have been done?

Nothing wrong with heat pumps, correctly installed and as you say the right property.Oil fired out, heat pump in. There's already a solid fuel stove installed.
I moved in last October and the house had been vacant for a few months previous to that. It was 16 degrees centigrade before I lit the fire. When checking the heat pump I got the house to 27 or 28 degrees overnight. I'm not being a fanboi but they can be very good in the right house, insulted and draught proofed as this one is. All it really does is heat the domestic hot water, the heating thermostat is set to 10 degrees so it never comes on. I switch it on every month or so just to keep it moving. There may be a setting to do this automatically, I should look for it.
you can still use the spare ways in a plastic consumer unit if you want . a good reason putting a seperate one in is your not responsible for any wiring in the existing unit and dont have to test itI did wonder if the regs had changed between times. I might have to wait until they change back before I combine the two.
