The slip road is an accerlating lane to allow joining traffic to reach the same speed as the lane 1 traffic, then they can merge in.
If you're in lane 1 and catching up a car in the slip road I was taught to consider the car on the slip where it joins the carriageway to be in lane 1, thus overtake in lane 2 or drop behind, whichever is appropiate.
The car on the slip having reahed lane one speed will be going too fast to stop.
Whenever I approach a slip I usually move into lane 2 at the appropiate speed, well in advance.
I totally agree, if I see a car coming down a slip road I'll always move out to allow them to enter the motorway if at all possible. While it may not be law, it's common courtesy to allow other drivers to enter the motorway at a decent speed. Forcing them to stop then enter lane one from a standstill is far more dangerous than changing lanes in my opinion.
Although slip roads are technically junctions, they're more akin to a filter system really.
