I would say that is a browser issue. When did you last clear out your temp folder or cookies?
(Clearing cookies will mean you will have to sign back in to all your websites/forums).
Apart from that check that your shortcut starts with https:// not http://

Hmmm.... normally I'd be reassuring people about these kinds of messages but this one may well be something to worry about, especially if no other users see it.
Seadog's suggestion could be valid except that the site does send people to the secure link (https) if you try to connect via an insecure connection. Try it yourselves by clicking here: http://www.mig-welding.co.uk/forum and you should see that it ends up at the htttps:// address.
It's reasonable to clear the cookies as Pete suggests but I can't see that causing this issue.
Questions:
1. What browser is it?
2. Do you get the message with any other sites?
3. Are you using a proxy (if you don't know what that means then the answer is probably no!)
4. How do you connect to the forum: do you type it in the address bar, have a saved bookmark / favourite, click off a google search etc.?
The reason this message exists is to warn you that you have connected in a manner that anyone in the middle (like your ISP or other connections on the internet) can see the data that you send and receive. So it might be an indication that something is intercepting your web traffic. That sounds scary and it's probably not that, but it is a significant message and should be investigated and fixed.

Might just be a corrupt browser cache. Clear your cache! This message can also pop up if your date and time is incorrectly set on the device which makes your "SSL certificate" invalid.
click the “show details” button next time. These messages are often generated by domestic routers, so if the details say something like “myrouter” on the certificate rather than “migwelding.co.uk” then it could be your router dropping connection briefly.

Clicking show details and continuing is only there as a workaround. You really shouldn't use that option unless you understand what is going wrong in the first place.
And definitely never use that option for any sites that should be secure, such as anything that has payment details.

It's the connection method, nothing to do with https or the certificate date, something is causing it to use the wrong TLS method which the browser is quite rightly warning about. It can indicate a MiTM hijack but most likely it's ISP DNS or protocol stripping that's the problem. A screen print of the 'more details' page would help narrow it down more.

Make sure your date and time is set correctly on the device (iPad?).
If it's not that, go to Settings > Safari and tap “Clear History and Website Data”.
That's what I'd try first.

I looked at the screenshot, and thought "I can't read it either, so its not just you".
to answer the actual question: IF clearing caches, and the date/time is correct (it's 2021 !!! - and more importantly, the time on your screenshot doesn't match the time of your posting: its out by 13hrs) AND your location is registered correctly (can throw off daylight savings - especially around midnight) then I'd be worried you have a "re-direction" virus/malware on your system. You been on any naught sites?

I haven't looked. This issue is intermittent, once a day perhaps amongst many "New posts" selections. A reload of the page makes it happy again until the next day or whenever It throws its teddy out.

There are similar comments littered all over the internet asbout this issue with Safari, the general consensus appears to be 'use Firefox or (shudder) Chrome' it does seem to be to do with timestanps in the cache though, are you able to set a 'best before' date on cached objects?
The TLS version (although 1.3 would be better) & certificate date seem OK
Memory jog - had something similar a few years ago with IE11, the solution was to clear the site's certificate from the local store.
