inner wheel arch

Hi everybody,

Ive been trying to repair my old merc...it's quite a slow process...and I've got to repair wheel arch and the inner wheel arch. The wheel arch is rust through within and around the lip so I cut it out. To tell you the truth somebody just welded a new wheel arch on the old rusty one so I removed it first and cut out the rust from the old one. Now the question is. Is it possible to remove an inner wheel arch without removing the rear fender first. I started by removing plug welds inside the boot and inside the car but its getting more difficult as there are more structures supporting the inner wheel arch.
I will be grateful for any help and advise.

On our Saab 900, we cut out the rusty metal and replaced it with sections from a repair panel, but it's a hatchback so there was access to the inner wheel arch from the boot. Do you need to cut all the inner bit out or could you just repair the bad bit? Some photos might help .

I will post some photo I was thinking about cutting just a rusty bit but I wouldn't have access to repaint it so I thought I'm gonna remove it repair it repaint it and weld it back.
