I can't believe I can find only one company in England can supply these....

I have only ever seen drill mount ones, I have a cheap set of drum sander heads which are not inflatable but they do expand to hold the sanding material in place then you tighten the screw on them. I use them in the pillar drill for shaping and then finish off with the B&D Powerfile. This kind of thing on Amazon.
