I made £300 of purchases between dicovering this change and NYE.
Its unclear what will happen if a foreign business ignores his change. Given HMRC can not do anything against non compliant businesses I would say its unenforceable.
So I will be looking at the chinese OMP's as I assume they wont care to do it. Ebay has a large UK presence so it had no choice.
