Just watched Mythbusters where they built a high strength see saw.

It consists of 2 beams (looking a bit like a crane arm), a big pivot that is low the the ground and a rope which takes the tension.
nice features of the design are that it could be made to fold up for storage. If you scalled it back to kid weights and sizes then it could be made quite light and possibly even portable.
