How can you tell from looking at a stator winding ?

Pass some DC current (say a couple of amps) between a pair of the supply leads, and use a screwdriver or something else non-magnetised, but containing iron, as a probe, and move it around the pole faces of the stator. You should then know how many poles there are. Repeat for the other two possible pairs, and see if it all makes sense.

3600 rpm assumes 60Hz mains frequency, so guessing you're based in the States, or its territories.

At 50Hz, 2 pole is just under 3000RPM

You can't, unless the wiring is very obvious.

What does the rotor look like?

There is a noticeable difference between 1420rpm and 2800rpm if the motor was complete you could give it a spin and see or use a taco if need be.

Why not simply apply power to the assembled motor ?
