It's not just welding
It's the same with any skill that has a large range.
Anyone can take a photo, so why pay a photographer.
Anyone can paint, why hire a painter.
Care to guess how many people tell me that they can program a computer?
I CAN weld. I CAN stick mild steel together. I won't will bend before it comes apart. (I tried the car jack test).
A friend asked me to weld his broken boat trailer. (23' sailboat). I sent him to get a professional Welder. Told him to look for an guy who's kit looks well used.
I wouldn't even bother trying to weld a boiler, nor anything structural.
There's a huge range of "CAN Weld". So long as people know their limits, let em at it.
BTW, I've known "professionals" in many walks of life who really should not be let out without their Mom. And I've seen some Amateur creations that could only be described as stunning.
'Course if some halfwit if busy telling you how rubbish you are, when he can't figure out which end of the electrode goes in the holder...

Yes and in this case it was fairly easy for Shirazman to test the bloke and find he couldn't weld boilers. Possibly, a lot of people who are supposed to be able to weld boilers also can't or can't as well as you'd like.
When it comes to hiring programmers, it isn't so easy. There are:
People who can write programs, but they are rubbish for various reasons, too hard to follow, hopelessly inefficient, nothing documented, so it's a huge job to follow what they'e done and their programs rapidly become unmaintainable.
People with what looks like a lot of experience, but it's quite restricted, they don't have much understanding of what they are doing and they can't turn their hand to anything new.
People who can write and document programs, but they can't communicate with the people who use them, which is rather limiting.
As an aero engineer turned software engineer, I get to see a few. But, similar to other uses of "engineer" it seems to be a field where too many seem to think that because they can program a bit, that makes them a software engineer. It doesn't.

Our lass, aka Nursy, recently switched companies in the healthcare business. At the first meeting of area managers the DIRECTOR hid her face behind an A4 folder to whisper to the woman next to her.

Next, having outlined a brilliant
new scheme under which the nursing homes would be getting rid of cooks and using the night care staff to prepare simple breakfasts (so that's unqualified staff acting as caterers, and at the most busy time of day when 100 decrepit residents need dressing, washing etc.), and having it pointed out that the residents were used to a wide range of breakfast options, said DIRECTOR's response was... wait for it... "Tough".
I predict a riot.
Actually no; I predict care homes being nationalised because private enterprise is proving that you can't run care as a profit-making business. Once they all pull the plug the government will have no choice but to take over, effectively meaning that local authorities will have to provide care homes... oh, just like the ones they all couldn't wait to sell off for new housing developments - curiously, the proceeds of which never seem to be accounted for.
