Dev has already posted the relevant bit of legislation and pointed out that car parks fall under 'other public places'. General rule of thumb... in England and Wales the definition of 'road' includes lots of things that most people wouldn't consider to be roads and if there's public access then the RTA applies
One thing that's not been mentioned yet is that an insurance policy is a contract of utmost good faith or something along those lines and when you take one out you agree to notify the insurer of any accident regardless of whether you make a claim*. If the other party changes his mind and goes to his without informing you first then yours is likely to find out after a claim has been started. They wouldn't be very happy about this and as an aside is one of the reasons why 3rd party is typically more expensive than comprehensive insurance- the guy with 3rd party has little incentive to notify them about an accident and so they find out later after 'the other side' has racked up a huge bill for accident management companies, hire cars and the whiplash that the driver and all their (imaginary) passengers developed after being bumped at parking speeds etc
I've done the 'settle it ourselves' thing before years ago. NEVER AGAIN, mr nice that held his hands up for running in the back of me and wanted to pay out personally for the sake of his no claims bonus became a completely different person a few days latter. Soooooo much agro to get him to pay up and that was well before the wastes of skin had started the fradulent claims nonsense- even without that experience i wouldn't be chancing it these days regardless of whose at fault due to the above scenario with fake passengers and whiplash BS
* obviously a double edged sword in that even if it's a non fault they find an excuse to bump the premium anyway, very occasionally there might even be be logic involved like for example parking on a bend ain't particually clever thing to do and increases the odds of the car being hit while parked or 'the last of the late brakers' is more likely to be rear ended than someone that drives smoothly

all i do is if anyone bumps my vehicles and its there fault is make them sign a paper sayng that they ran in to me and it was there fault . if they wont il say call the police and have them done for driving without due care and atention and get points and a fineAlways take pictures of both cars!
You might think you're dealing with someone reasonable then all of a sudden you get a bill for a new bumper and bonnet and all it had was a scuff. If you're really sneaky get a pic of the driver with the car in case they pull the "I wasn't even there" defence or you get a claim from an invisible passenger.
Wonder how long it'll be before the first google glass footage of someone admitting responsibility is used in court.

Thanks for explaining that, I did wonder why that was the case. I'd heard it was because TPO customers were more likely to make a claim.

Wouldn't surprise me if there's a bit of that involved too, everything's worked out from statistics and TPO generally = cheap/worthless car/banger, who cares about the odd scrape and dent...
Along the same lines it's one of the reasons why classics can be pennies to insure even when worth a lot and/or are fairly powerful sports car- they're not involved in as many crashes making them statistically a good risk

Not directly connected to this thread but, local mate bought an old Fiesta for his son and put him as the main driver. Aged 18. In the UK, this would be a massive over load, here, it cost him 50 euros. Plenty of young people bend their cars here, but the insurance doesn't cane them so hard??

Thankyou to everyone. There are some interesting replies. I think I will wander down to the station tomorrow and seek advice (without reporting it). If i need to report it, I will do it there and then. If not, then no worries. I'll let everyone know the outcome.

but thanks for the info.I went into police station. I was told that I didnt need to report it because we have exchanged details, but she asked for details just in case things should escalate. She simply wrote the details down on a bit of paper before I left.

Just to update...
The gentleman took his car to a local bodyshop for a quote. He claims they are reasonable on price and done a good job on his sisters car a few weeks ago, ironically to repair her rear bumper
He forwarded to me, the email quote that was sent to him. £340 seems very reasonable to me. It could have been worse if he had taken it to a dealer. Anyway, we are both happy doody with that and I have given him the go ahead. I will hand over the cash on Saturday.
I believe he has been very fair with me, considering I damaged his property. There are some people out there who would have taken advantage of the situation and squeezed as much out of me as they could, Im sure.
Im £340 out of pocket, which I could have done without, but at least Im content knowing my morals are intact

I took the cash round to him today. Nice chap.
For the inconvenience caused, I gave him 2 options:
£50 or my welding services. He took the £50 cash
He gave me a receipt. All sorted, smooth transaction, no quibbles. Thats one problem I no longer need to worry about. I am considering protecting my no-claims from now on though.
