There are very few seals which I find don't go in quite easily by hand.

After fitting thousands of seals in MTB suspension units, (some) costing as much as £10 each. 5x5mm, you soon learn to stop damaging them.
Main tool, I use is a pick tool, made by Llman U.S.A. I can't remember where bought the first one. When it finally broke, I bough 10 more, what you see there, are what's left after installing thousands of grove type seals. Didn't cost much
.Nipping the seal at just below centre usually makes it turn in (8). Install top end in grove and work rest in with fingers/hook tool.... But more than usual the trusty Pick tool.
(Good for digging out swarf, and cleaning finger nails on special nights

as you know you have to stretch the seal to get it where it needs to go, but once you do that its then too big to go into place .
id use the piston ring compressor to squeeze it back to size in situ and then depending on the application id just tap it home and as it comes off the ring compressor it fits back into the hole it came from basically.
ive used the jubilee clips as mentioned on bigger seals the odd time id have to do one but id use shim steel as a wrap around on it to stop the jubilee clip from marking the seal as you compress it.

id agree with that too, but there have been times with the smaller seals that happen to be a right bit down a throat of a gland that can be a pita so the tool the op was looking for would be a godsend at times in them cases.
i cant remember what i was repairing but about 6 mths ago a seal about 30mm in diamater gave me a good run for my money and it was then i thought the tool for compressing them in a kidney shape would be worth its weight in gold.
the bigger the seal most times the handier it can be but its the small hardy ones that can get awkward.
