It doesn't lock anymore. What’s not working about it? Sounds like a daft question but it’ll help with diagnosis. Also, it doesn’t look like a hydraulic stand, looks like a mechanical one and there should be rods runny through the arms. Normally with these types the internal items need a clean and freeing off. There’s not much to go wrong with them.
It appears Fisso doesn't fabricate hydraulic ones indeed. What’s not working about it? Sounds like a daft question but it’ll help with diagnosis. So now I'm thinking what parts are missing?
Mitutoyo made true hydraulic clock stands for a bit. I have a pair of the 7019Bs and they are oil filled and a joy to use. There's a Swiss company made hydraulic stands too that look an awful lot like the 7027 and 7028 in this old catalogue here. Be warned, Mitutoyo clock stands start at £500 though, the hydraulic stands were ~£700.Maybe not any part, other than a better knob to a wingnut.
In this case, 'hydraulic' is a little bit of a loose term - a principle of operation (doing something in one place making something happen in another place) rather than actual fluid being used.
