Assume a spindle you are talking round.
Basic stuff could be done and certainly not ideal but would need extra equipment about the price of if not higher than a Conquest lathe plus the actual mill and tooling.
Then of course limited to the room taken up on the mill bed with rotary table, chuck and centre. A miniature one would take up 14 to 16" plus part.
Machines are costly, even more so if British or US around 10 times more but they last.
