I was going to suggest 37/64 then ream but who has one of those knocking about?
BTW if you're going to use shim stock I'd make sure it's well out of the way of the drill or bad things will happen.
As for drilling the hole I would turn some bar to 12mm and clamp it in the part then mount it in the drill chuck before fixing the leg to the drill table or vice somehow. Then release the chuck and the clamp and you're all lined up for drilling.
Any really. Chucking and taper reamers cut on the end, hand reamers on the flutes. If you leave too much it packs the flutes and reams oversize so little bit at a time and keep the speed down.

i know that, and if it was just a hole not one with a pinch bolt i'd agree, but it isn't. It doesn't need all the over complication for what it is, most jap bikes especially vintage were never dead straight and true out of the factories.twist drills do not cut a round hole there slightly oval that's why you finish of with a reamer
