how should i tackle the rust. WARNING there are allot of pictures

I used VACTAN on my trailer and campervan , comes highly recommended from camper forum , seems ok ,follow it with grey epoxy primer .
BTW ,the zinc-rich , weld-thru primer does not give a good adhesion to metal , only use it where you can`t get other stuff like vactan or etch primer on , post- welding .

so should i use zinc weld trough on the back of the area which i will not have access to after i weld it up then spray the bit i have access too with etch primer, then normal primer, then stone guard?
