I remember seeing those cells BS we used to charge accumulators for people had a charging system to do 10 at a time.
Forgotten about the double cotton cover @rtbcomp only low volts but a fair few amps if the system got a short went to a girls school as an apprentice, smoke in the servants quarters found the smoke & smouldering wood trunking, a happy day.
In the dim recesses of my memory did not the later VRI cables have a thin impregnated cloth wrapping as well.
The lead was usually earthed in the distribution box by a metal bridge clamp to squish it down
