How can I fix a rack to this?

I have been making a roof rack for my van but thinking how I can fix the thing to these lugs without welding it to my van. There are 3 lugs each side of the van as you can see in the pic they are like a mushroom shape. Thanks in advance

Can you weld nuts after taking the lugs off?

Slide some small u bolts round them then build off those

it looks like the lugs unscrew leaving a standard threaded hole to bolt into.

Unistrutt. Slips over then twist, fit what you need to to that.
