Knotted brush is melting the underseal and spreading it around.
MBX tool is good but won't reach everywhere.

Get in there, hard with brushes like them above. Yes, it will melt, but it will shift it.
It is a pain, but it will shift.
On some cars there is stone chip stuff, that is a pain but the coarser the brush will shift it.
Air or electric grinder will be ok, a smaller brush in a Die grinder.

That will allow you get into tight spots.
Or if you lie to live dangerously. Burn it off with a O/A or O/Propane and a scrapper.
Yep as chevy said, petrol. Give it a good soaking in petrol and then just scrape it off with a nice sharp wood chisel.
Are you meaning stonechip or underseal? Petrol gets off old style underseal.

Are we talking about the same type of underseal? This stuff is rubber and upto 4mm thick in places. Steam or petrol won't affect it.
That's sounds like what was on mine, (2003 VAG), I tried petrol, thinners and white spirit without success prior to the paint stripper.
