That's a trotter cart in the photo.
Normally used by the types that race up and down the local bypass for cash stakes.
Budget for some brakes on it.
Also, put some uprisers on the front of the draw legs so if the harness snaps the front dont drop and dig into the road and flip it over.
If it's for a actuall friend rather than just for cash make a couple of break points in the rails so you (the emergency services) can take it apart with only an adjustable spanner when it's all twisted up in a ditch by the side of a busy road.
Contraptions like that one have given me a decent pay check over the years but also caused a lot of inconvenience to other road users and distress to members of the public and emergency services.
