If it's a Diesel (i- CDTi) the throttle body will have nothing to do with load control - it'll be there for driving EGR (if applicable) and preventing shut-down wobbles.
Definitely start with the codes, to see what the car thinks is wrong with it.
Brake pedal switch could be a good one as modern ECUs won't allow trying to apply power with the brakes on. It might be possible to reset or readjust the pedal switch.
