It's a lot less effort to tear off a corner of a drawing to use as a paper washer.I have known people skim the back of a hole saw to make it a close fit to the arbor when the pins are engaged but I thought it was too much effort.
On occasion our Mens Shed need to cut out discs of plywood to make wheels, etc.
as your making wheels make a jig that you can just drillI like the idea of using our bandsaw, might have a go at making the first type of jig.
Will also try a set of those cheap hole saws, should work ok in the pillar drill.
The new Bosch hole cutters are good.
A trammel type cutter generally leaves the part you remove useless for anything else as leaves a ragged cut.
Hmm, think one of us is confused.The old Bosch hole cutters were better! With those you could unscrew the quick release fittings and put on other makes of hole saw. Now, Bosch weld the quick release fitting to the hole saw. Gits.
Luckily you can buy the quick release things as an aftermarket item on eBay etc.

The new system is a mandrill with different holesaws, but not compatible with other models.

These might be worth a go if you can get them in the size you require. (And have a multi-tool with a bit of oomph for bigger sizes)
I have not tried them on wood but I have used them on plastic (as they don't melt it and don't spin any nasty scratchy swarf around) and they are certainly more accurate than the normal ones.![]()
