Router with narrow straight bit. Make jig from thin steel (side of washing machine was my last source). Affix one end to centre point and attach other to router. Walk it round slowly taking small slices out and you end up with a pretty damn good job.

You could use a jigsaw but it would need cleaning up after or if you can get your hands on a decent router and plunge bit you could swing the router round a pivot point for a perfect disc.

I'd go with the router method too.
Def router, possibly with a template guide and Jig, doubt if you will ever find the Power to turn a 6 to 7" hole cutter in wood, metal is bad enough. If you go the router, the centre piece is going to want to spin as you make the very last plunge cuts, and I guess this is the bit you want to keep. if a centre hole does not upset you, rough cut some blanks and mount several of the blanks on a mandrel and turn on the lathe.

Depends what you have I have done freehand from a scribed circle on wood and more intricate stuff also but you can get a trammel type hole cutter attachments for jig saws just like you can for burning torches and plasma.
In fact I use a jig saw a fair bit for steel up to around 1/4" , no sparks or flame you see but you need some cutting grease and time at your disposal because its not fast
