Is there any webbing underneath or is it totally flat

Yes there is a web underneath
I have and idea for a clamp design, as this is only for hobby use I cannot justify spending a large amount of money on hiring a Mag Drill and drilling a matrix of holes.

What kind of drill press do you have ?
A small bench one might just work.

My Bench drill is a WARCO 5/8” 2 MT which weighs more than the welding table.

If you can find a bench DP, turn the head around back, and clamp the base where you want it.

This is not a hard job drilling & tapping 121 holes.
