Depending on how thick you need it to be, old chopping boards or fish boxes can be good sources.

Winchwoman did once loose a chopping board, too thin for this though

You havent restored a vespa recently have you...

Strip it, size them up and check what can be bought.

Pins / seals will probably be more of a problem than the bearings.

Check web sites and parts diagrams plus forums, you can usually find the bearing sizes.
