Not on a modern, asbestos was banned years ago, that's why discs wear out so quickly now, the pads have abrasive metal in them.

Hit the face where it sits on the hub with a proper 1.5lb ball pein hammer to break the rust. If it's spinning freely you will see it move down the wheel studs as it breaks away.
When you finally get the thing off, try to put copper-loaded grease on the hub face when you put the drum back on. It will help stop the seizing-on, for next time you have to remove the drum.
