Concentrate the heat into the plate and wash up onto the tube when you need to, and use a larger rod or more dabs to suck some heat out of the weld regularly. You can also 'pulse' with the pedal to help stop the heat from building too much on small tubular welds.
It's gonna take a while to get to grips with the amount of torch manipulation needed when working with small dia tube, old thread on the subject you might find useful here http://www.mig-welding.co.uk/forum/threads/thinner-ally-tig-problems.33217/#post-364452

As Jim said use the bigger peace to chuck the heat into and wet the edges of the smaller peace. Also I believe your taking on an inside corner joint around that small pipe so you will be needing a very focused arc to get your pool right where you want it so make sure you have a nice high frequency. 100-120hz should be pretty ideal.
Upped the htz and made a huge difference. Welds aren't great, not the worst but they do their job. At the moment I need function over form. I'll remake the parts when I get more time. 11 days til race day and need to strip intercooler pipework, measure, cut and weld it

Well catch can complete along with new overflow bottle. I'm getting there, this bank holiday weekend is going to be mainly stripping, welding and rebuilding pipework and the car. Oh the joys my OH is going to be having

Thats what I aimed for and its worked-I am consistently crap
. You got the job done, thats what its really about, some pretty looking welding is like some of them reality stars-look good-but scratch the surface and they aint so hot and can't take much pressure 
.Hope all goes well on the day and you don't get into the GTs (Gravel Traps-not Gin and Tonics).
Well this isn't the prettiest by a long shot but I put some more heat in as suggested above and it looks like I got good penetration on all the welds. Only two I'm concerned about but they're easy accessible and repairable. Had max boost through it today and there was no bother (after the pipe blew off because I forgot to tighten up the silicone hose lol) so feeling confident.
