Please don't take it personally but you should sort out the rest of it first if it's essential to be sealed all the way round.
As for getting in the back is the enough room for a tungsten electrode to get down there.
If so extend it right out of the cup and increase the flow rate. So the cup is above the job and electrode is down the back.

I'm glad that worked out. Now regarding your new problem
I would not stick weld it just incase you end up with a slag trap behind there it's then gonna be a s0d to try and grind out. You say you can get a tungsten down there but heat is too much.
You must keep a tight arc length so ensure you have plenty of tungsten sticking out of the cup. Failing that mig might be a better option if you cannot get in with tig.

could you not grind a little off the edge of the flange to give you a little more room but still leave plenty for the seal

Unfortunately it's not mine, so I need to deliver what the guy with the money wants and he wants a weld. It goes on an armored vehicle so I imagine the preasure to be somewhere between 10-15 atmospheres. Grinding sounds like a good idea though, I'll try that, thanx.

Sometimes you have to look at these jobs from another direction, it wouldn't be the first time I've cut a hole somewhere or taken a side off of something to get a torch in, and then repair the access hole afterwards, this one looks poorly thought out from a design point of view.

cut a hole in the bottom weld the sleeve then patch the bottom been done before the whole thing looks a bit of a bad design

It is a poor design. I still think looking at the pic there is plenty of clearance to get a run in there before chopping it up.

Yup, I reckon with a good stick out on the tungsten and a 1mm rod it shouldn't be too difficult

With not knowing what that cap does if it was a butchering type of job I'd cut a hole in the bottom like the others say before hacking at the cap hole. Incase there is a rubber seal or something in the cap that sits flush on the top surface . You might create a bigger problem if it doesn't seal properly when finished. I'd like to know the distance he's got between the two items in the tightest spot. I could replicate the joint at work and share some advice. It really doesn't look that tight to me.
