That must have been what it had because when a vehicle approached the light cut down and went back up afterwards but no dazzling in my mirrors.

VW`s always had notoriously poor lights, was not uncommon to only see 10.4-10.6v at the bulbs, which equates to about half the light output they should have.
the cure is a relayed loom for each set of lights.
use the original supply for dip and main as the trigger for the relays, run 40A relays for dip and main circuit with the power feed coming straight off the alternator.
That way youll see more like 14v at the lights if you use a decent cable size.
Next step on from that would be higher wattage bulbs, PIAA do some awesome 180/100w H4s which are probably a bit much for every day stuff, but great in the alps.
100/55 (100w main, 55w dip) are great allround and if adjusted properly wont offend.
My Audi 90Q Alps wagon when I was doing winter seasons, had relayed Dip and main Beam lights with 100w bulbs, a PIAA Rally 4 lamp pod on the bonnet with 2 long range inner lamps at 150w each, 2x drive lamps outer at 100w each, and 2 corner pods with 6" diameter Fog lamps at 55w each and yellow beams for better contrast.
All pairs relayed on separate looms.
There was as section where I came down the mountain each night after work, where the mountain opposite came into view about 1km in front, if I was on full beam it lit up the whole side across the valley like a searchlight
It really was like daylight.
Now you can get the same amount of light from a couple of LED Light bars from Lazer Lamps, which is what all the WRC teams now use.
