I couldn't climb that tower but if I could I'd also do it without clipping on. Imagine how tiring it would be clipping and unclipping every single rung you moved up? You'd have to, because if you tried to move more than one or two you'd be risking yourself by bending down and reaching up constantly as you climbed. Un-clipping and re-clipping would be more risky than climbing without clipping on at all.

there must be steel cable systems where by a safety device would be allowed to be pulled upwards behind them easily but not down. using a ratchet system which would then only need occasional changes to move past mounting brackets on the mast

I'm sure there are but if you fell and stopped at the end of your tether - how would they get you down? If you make someone use a harness you have to provide a rescue plan.
20mins or so hanging in a harness and your game is up anyway, you suffer toxic shock as soon as the weight comes off. There are devices like the 'step-up' loop where you put your foot in a stirrup to take the weight off your legs, but that presumes you are capable of doing so, and the problem of retrieval still remains.
There's also the consideration that wearing a harness actually increases the risk of having a fall in the first place. Anyone who has been moving around wearing one un-clipped (not in a position of danger) and bent down to pick something up only to have the lanyard loop under their backside or heel will tell you how hard it is to keep your balance, (and how easy to hurt your back).
I know a guy who does H&S at height work. He asked me what to do in the scenario of a crane driver with presumed heart attack where you have to be awake to open the door from inside, or it's a hatch he's sitting on. I said smash the glass and get the guy out to see if he's still alive. H&S approach seemed to be to somehow magically dismantle the crane in case broken glass cut his face. As I recall he was involved with the guy who strung himself up from a crane a few years back (Leeds I think). It's all very complicated and I can understand why people ignore the rules sometimes. let's face it we all do it in our daily working lives, but unlike the guy in the film we don't put our transgressions on you fool!

If your climbing on the clips you are only alowed to climb 300Ft as the exsortion factor is to high above that you must use "collective protection" the best system is latch way its a steel cable with an inersion breaking system on it that allowes you to move up and down freely but stops you in a fall in less than 100mm or the force would snap your spine

for aerial access on rope & harness you have to be able to self rescue, and have to be working with a partner who can perform aerial rescue ( as well as self).
Actually using a work harness is easier & safer than using a "safety harness" because used correctly there is little possibility of a fall occurring in the first place, but HSE don't like it.
So make you do things like this with "safety kit" that actually increases your risk of injury.
