I read the article and I agree with @Maker, opinion rather than fact in terms of it being a scam. However it does look like they could handle the resources better and be a lot clearer with their message. It sounds like they had a success problem and haven't fixed it. The scale of the problem in the US is so much bigger than over here, even in London, its hard to comprehend how bad it is.
