You could also incorporate a layer of ballistic nylon or Kevlar as they have in chainsaw trousers, I imagine a disc cutter trying to cut through that would be stopped pretty quick.
I have seen the results of a chainsaw snagging a pair of safety trousers and it took about 2 hours to clear the fibres from the saw and it needed a new chain brake and cover.

Oh yes they will turn out that quick for these as the things are tracked and don't go to rural communities (out here they state 40 mins, but the fact is 98% wouldn't even be able to find the right spot as that is just running the blues and distance). Ambulance for a guy with an open fracture of the leg took 4 hrs recently from the same area
